Safe Start Washington - King County Phases
Phase 1 Attained
Phase 1 allows for:
- Outdoor recreation including hunting, fishing, golf, boating, hiking
- Certain existing construction
- Elective surgeries
- “Drive-in” spiritual services (one household per vehicle)
- Car sales
- Landscaping and lawn care
- Curbside retail pickup
- Car washes
- Pet walkers

Phase 1.5 (Modified Phase 1) Attained
On Friday, June 5, King County was approved to move into a Modified Phase 1 allowing for limited and modified openings for a wide range of businesses, recreation, and personal activities.

Phase 2 - CURRENT PHASE
Phase 2 will allow small gatherings of 5 or fewer people, new construction, and reopening of barber shops, salons, and pet care services.
- In home/domestic services such as nannies, house cleaning.
- Retail. In-store purchases allowed with some restrictions.
- Real estate.
- Office-based businesses. Telework remains strongly encouraged.
- Restaurants. Operate at <50% capacity.
- All remaining manufacturing businesses.

Phase 3 - TBD Phase Advancements on Hold
On July 29, Gov. Inslee extended the pause indefinitely on counties moving ahead in the Safe Start Washington plan.
Phase 3 will allow gatherings of up to 50 people, including athletic leagues, and non-essential travel can resume.
- Recreational facilities operating at less than 50% capacity.
- Restaurants operate at up to 75% capacity.
- Bars at <25% capacity.
- Indoor gyms at <50% capacity.
- Movie theaters at <50% capacity.
- Government offices open. Telework strongly encouraged.
- Libraries, museums, and all other businesses other than nightclubs and events with less than 50 people.

Phase 4 - TBD Phase Advancements on Hold
On July 29, Gov. Inslee extended the pause indefinitely on counties moving ahead in the Safe Start Washington plan.
Phase 4 will involve resuming the majority of public interactions. Gatherings of more than 50 people will be allowed with 6-feet distance between people.
- All recreational activity can resume.
- Gatherings of more than 50 people can resume.
- Nightclubs.
- Concert venues.
- Large sporting events.
Physical distancing, staying home when sick, and disinfecting surfaces and objects regularly will still be necessary.
