In April 2023, the City adopted its first Climate Action Plan (CAP) to strategically guide its planning and investments in meeting greenhouse gas emissions reduction targets and resiliency goals. As the Transportation sector accounts for a significant portion of community-wide emissions, the development and implementation of an Electric Vehicle (EV) Charging Infrastructure Plan is one of the key Actions the CAP that is anticipated to help position the City to meet its 2030 and 2050 emissions reduction targets.

With the support of funding from the Washington State Department of Commerce, development of the City's EV Charging Infrastructure Plan began in 2025, with a focus on municipal fleet electrification, and in early 2026, work began on the community-phase. An update on Plan development was shared with City Council on March 3rd, 2026 (AB 6836).

The final EV Charging Infrastructure Plan is due to be complete by the end of June 2026, and is set to include analysis and recommendations on the facilities and infrastructure required for the City to meet 2030 and 2050 fleet electrification goals, a readiness and capacity study to evaluate increasing EV charging at commercial and residential properties citywide, and an implementation strategy including partnerships, funding, and future policy recommendations for the City to consider for expanding public EV charging infrastructure.

Once finalized, the full EV Charging Infrastructure Plan will be shared here, along with future updates on Plan implementation progress.
