In 2023, the Stroum Jewish Community Center (SJCC) submitted a docket request for consideration of a Comprehensive Plan Amendment and Rezone to redesignate three parcels and a portion of one parcel from Single-Family Residential to Commercial Office (C-O) by amending the Land Use Map in the 2024-2044 Comprehensive Plan and the zoning map in Appendix D MICC. The proposal was added to the 2024 Annual Docket by the City Council on December 5, 2023 under Resolution No. 1657.

On December 11, 2025, the SJCC submitted applications for a Comprehensive Plan Amendment (CPA25-002), a Reclassification of Property (Rezone) (RZN25-002), and a State Environmental Policy Act (SEPA) Review (SEP25-021). The requested Comprehensive Plan Amendment (CPA25-002) seeks to redesignate King County Parcel Nos. 2655500137, 2655500136, 2655500132, and a portion of 2655500115 from Single-Family Residential to Commercial Office (C-O) within the Land Use Map in the Comprehensive Plan. The rezone (RZN25-002) requests changing the zoning designations of King County Parcel Nos. 2655500137, 2655500136, 2655500132, and a portion of 2655500115 from Single-Family Residential R-8.4 and R-9.6 to Commercial Office (C-O). Pursuant to MICC 19.15.230(G), where both a comprehensive plan amendment and area-wide rezone are required, both shall be considered together. Since CPA25-002 and RZN25-002 follow two different review processes, to accomplish consideration together, CPA25-002 will undergo review by the Planning Commission first, with a public hearing currently scheduled for August 5, 2026. Once the Planning Commission makes a recommendation to the City Council, City Council is anticipated to complete the first reading of CPA25-002 on September 1, 2026. After the first reading of CPA25-002, the required public hearing for RZN25-002 is anticipated to be scheduled before the Hearing Examiner. This date is to be determined but will likely occur in October of 2026. A notice of public hearing will be sent out to all properties within 300 feet of the subject property and to all parties of record no less than 30-days prior to the scheduled public hearing. The Hearing Examiner will also make a recommendation to the City Council following the public hearing. Once a recommendation has been made, City Council will then complete the first reading of RZN25-002. Both CPA25-002 and RZN25-002 will return to the City Council for second reading and potential adoption.

A SEPA Threshold Determination of Non-Significance (DNS) for the non-project action was issued on June 22, 2026 with a 14-day comment period.
