Construction Stars Soon - Here's What to Expect!

Construction of the Luther Burbank Park Dock & Waterfront Improvements Project is anticipated to begin in November. This post provides an overview of what to expect during construction.
Project Overview
This capital improvement project will repair and replace aging dock structures; improve access to Lake Washington through ADA accessible pathways, beach improvements, updated dock features, and a new overwater platform; enhance shoreline ecological functions; upgrade utility infrastructure; and add improvements and amenities to the existing waterfront plaza. Initiated in 2018, the project is guided by the 2006 Luther Burbank Park Master Plan and extensive community input. Once complete, these improvements will enhance the waterfront and expand access to Lake Washington for visitors of all abilities.
Construction Details
The City Council awarded the construction contract to Quigg Bros., Inc., on September 1, 2026 (AB 6989). Construction is anticipated to begin in November 2026 and take approximately 15 to 18 months to complete.
Work will occur in the following areas of Luther Burbank Park:
Click for enlarged map of project work areas.
- Hillside north of the Administrative Building and a portion of the North Parking Lot – Utility infrastructure improvements
- Central waterfront (adjacent to the Boiler Building) – Dock repairs and replacement, construction of a new overwater platform, beach and shoreline enhancements, utility upgrades, and plaza improvements
- Meadow – Storage area for construction materials and equipment
- South edge of the property – Demolition of a decommissioned dock
Regular construction hours are expected to be 7am-5pm, Monday through Friday, excluding holidays. Hours may be adjusted as needed based on construction activities and site conditions.
The contractor will work to minimize impacts to the park by completing improvements in phases and keeping the construction area as small as possible. However, the park areas identified above will be closed during construction to accommodate work and ensure public safety. Please follow posted signs and avoid all active construction areas.
