The City is undertaking a sidewalk improvement project in Town Center, focusing on replacing sidewalks, trees, and lighting along the east side of 80th Avenue SE.

Project Overview

Many of the roadways, sidewalks, lighting, curbs, and trees in Town Center, including most of 80th Avenue, were developed fifty to sixty years ago. Despite a number of street improvement projects in Town Center since then, the east side of 80th Avenue has not been significantly improved since the 1980s. As a result, the sidewalks along 80th Avenue are in poor condition, with many areas having damage due to large root masses from street trees which have caused sidewalk heaving, sinking, and uneven walking surfaces.

In addition to the poor condition of the walking surfaces along 80th Avenue, lighting is inadequate and non-uniform. The lighting system is a combination of the original 1970s wiring and wood poles interlaced with concrete poles used to replace failing wood poles. The 80th Avenue Improvement Project aims to create uniform lighting, ADA-compliant* sidewalks, and an improved walking experience.

Project Details

The 80th Avenue Improvement Project involves three main elements: sidewalk replacements, street tree replacements, and updated street lighting.

Sidewalks

The sidewalks along the east side of 80th Avenue from SE 27th to SE 32nd Streets will be replaced. Most of the new sidewalks will be 5-feet wide. ADA compliant curb ramps will be installed at street intersection corners. A small segment of sidewalk along the west side of 78th Avenue in the 3000 block where sidewalks have either heaved or sunken due to street trees has also been incorporated into the 80th Avenue Improvements Project.

Street Trees

Of the nearly 50 trees within and along the 80th Avenue sidewalk and the small 78th Avenue location, over half of them will need to be removed and replaced. The reasons for removal vary. Some trees have large root masses that cannot be built around, some have poor location within the sidewalk, others have health or structural concerns. Most of the trees affected by this project were assessed by an independent arborist in 2023, and that report documented approximately 20 trees with health or structural deficiencies.

Due to the different street and sidewalk cross-sections involved in this project, staff have developed several solutions for the street trees. Some trees will be retained, and the sidewalk relocated or the grade raised to go over the existing roots. In some areas where new trees will replace removed ones, planting cells will be constructed underneath the new sidewalk areas, which will give the new trees ample space for root mass development. Other trees will be replanted within a landscape median between the curb and sidewalk. Staff are in the process of determining which trees will receive which form of tree planting treatment.

Lighting

The outdated and inadequate street lighting system on both sides of 80th Avenue will be replaced with the installation of a new control cabinet, conduits, wiring, concrete poles, and LED light fixtures. Crews will utilize conduits on the west side of 80th Avenue installed in the 1990’s and retain and reuse most of the existing concrete poles.

  • Update On Tree Removal

    October 21, 2024 - The contractor will continue tree removal on Tuesday October 29th. Seven trees will be removed on the east side of 80th Avenue SE between SE 28th Street and SE 27th Street. And one tree will be removed on the north west corner of 80th Avenue SE and SE 30th Street. These trees need to be removed to provide sufficient space for an ADA compliant sidewalk. Once the new sidewalk is placed new trees will be planted to replace the removed trees.


    October 8, 2024 - The contractor will continue tree removal on Tuesday October 15th. Two trees will be removed on the east side of 80th Avenue SE between SE 30th Street and SE 28th Street. These trees need to be removed due to large root masses heaving the existing sidewalk. These trees also do not provide sufficient space for an ADA compliant sidewalk. Once the new sidewalk is placed new trees will be planted to replace the removed trees.


    September 4, 2024 - Contractors will begin tree removal on Friday, September 9. Here's what the community needs to know:

    Traffic: Drivers and pedestrians should plan for possible travel delays along 80th Ave throughout the work. While the contractor will maintain vehicular and pedestrian traffic along 80th, the street may be reduced to one lane of traffic as directed by flaggers.

    Parking: Parking along 80th Avenue will be restricted on the east side of the street while tree removal is being conducted.

    August 28, 2024 - Starting late next week the City’s contractor Always Active Services and their subcontractor Pacific Tree Management will begin removing trees along the east side of 80th Avenue SE between SE 30th Street and SE 32nd Street. These trees need to be removed due to large root masses that are heaving the existing sidewalk and many are in a poor location next to the sidewalk. These trees were assessed by an independent arborist in 2023 and many of these trees have health or structural deficiencies. The trees being removed will be replaced with new trees this fall/winter (see graphic below showing trees to be removed and where new trees will be planted).

    Following tree removal Always Active Services and their subcontractors will begin sidewalk removal and underground utility work ahead of installing new sidewalks and illumination.

    October 17, 2024- This week, City contractors poured sections of new sidewalk along the east side of 80th Avenue SE at SE 32nd Street. City contractors also patched back asphalt sections that had been removed to install the new curb and gutter. Next week, crews plan to continue pouring new sidewalk between SE 30th and SE 32nd Streets; however, this work is weather dependent.

Also next week, crews will be removing two street trees on the east side of 80th Avenue SE just south of SE 28th Street.

    October 4, 2024- This week, City contractors poured additional new curb and gutter along the east side of 80th Avenue SE at SE 32nd Street. They also continued with installing electrical conduit for the new illumination system and also started grading for new sidewalks. Later next week, crews hope to begin pouring new sidewalk between SE 30th and SE 32nd Streets.

    September 26, 2024- This week, the City’s contractor, Always Active Services, placed crushed rock and graded for curb, gutter and sidewalk along the east side of 80th Avenue SE at SE 32nd Street. They also continued excavation and installation of new electrical conduit for the new illumination system and their subcontractor, Custom Concrete, began pouring new curb and gutter. Next week, crews will continue with grading, conduit installation and curb and gutter between SE 30th and SE 32nd Streets.

They also started excavation and installation of new electrical conduit for the new illumination system.     September 12, 2024 - This week, the City’s contractor, Always Active Services, started removing the old concrete curb, gutter, and sidewalk along the east side of 80th Avenue SE, between SE 30th and SE 32nd Streets. Next week, crews will continue removals and start underground utility work for the new street lighting between SE 30th and SE 32nd Streets. Following the utility work new concrete curb, gutter, and sidewalk will be poured.

  • Project Awarded to Always Active Services

    The City Council, at their July 16th regular meeting, awarded the 80th Avenue Pedestrian Improvements project to Always Active Services. Construction is anticipated to begin in late August/early September of this year. Early stages of construction will include survey, sidewalk and tree removal, and minor underground utility work ahead of installing new sidewalks. The contractor will maintain pedestrian and vehicular traffic along 80th Avenue but please expect some travel delays in the area.
