Background Information

On April 3, 2024, the City of Mercer Island learned of a leaking underground Seattle Public Utilities (SPU) water pipe. The leak created unstable soil conditions, which could have resulted in dangerous flooding if the soil were to move substantially and break the water line, putting homes at risk. After a geotechnical engineer reviewed the soil conditions, the City notified residents in approximately 20 homes near 95th Court SE to evacuate their property.

All affected residents were allowed back in their homes after City and SPU crews were able to reduce or eliminate flows in the two water mains adjacent to the unstable slope, mitigating the risk of property damage if either water main were to break. The City declared an emergency and activated its Emergency Operations Center while plans for a repair were developed.

What's Happening

Repairs and quality testing have been completed for the SPU water supply line and the line has been returned to service. This means Islanders can now resume normal water use.

The Shorewood Apartment Complex is directly served by the SPU water line that has been shut down due to SPU water main leak. On April 4, City crews completed a tie-in from the City’s water distribution system to serve the Shorewood community during the SPU water main repair. Some Shorewood residents are also impacted by the closure of SE 36th and 88th Ave SE and will have to utilize alternate routes.

Two buildings in the Shorewood complex have a sprinkler system which is experiencing a reduced water flow during this event. The sprinkler system remains operational, but may see an impact to the effectiveness of the system. Out of an abundance of caution, Eastside Fire & Rescue has implemented a 24/7 fire watch monitor onsite and has adjusted its response plan to ensure a timely and safe response to any potential need in the Shorewood community.

This evening, all evacuated residents have been informed they may return to their residences. City crews were able to isolate a section of pipe that restricts water flow in the affected area, mitigating the risk of property damage if the water main were to break according to the geotechnical engineer.

In addition, Seattle Public Utilities has hired a contractor today, through an emergency contract, to begin work including assessing the slope and designing the repair of the SPU water main. Once that is complete, the contractor will begin excavation to uncover the pipe so SPU crews can inspect it and complete the repair.

This evening, the City of Mercer Island notified residents in approximately 20 homes near 95th Court SE to evacuate their property. A leaking underground water pipe has created unstable soil conditions, putting homes at risk. If soil conditions worsen and the water line breaks, dangerous flooding or a landslide is possible.

The City learned of the risk Wednesday late-afternoon, after a geotechnical engineer reviewed the soil conditions. The 24-inch high-pressure water pipe provides water to Mercer Island and is owned and maintained by Seattle Public Utilities. SPU is in the process of turning off the supply to the water line, which will take between six and eight hours. The Island is currently receiving water through a secondary water main.

The City of Mercer Island has directed that residents downstream of the leak evacuate immediately, until further notice. The Mercer Island Community & Event Center is serving as a gathering place for evacuated residents and their pets (8236 SE 24th St).

The City is coordinating with SPU, Eastside Fire & Rescue, King County’s Office of Emergency Management, American Red Cross, and other public safety departments to ensure the impacted residents are safe and protected.
