Comprehensive Plan Periodic Review
The WA State Growth Management Act (GMA) requires the City of Mercer Island to periodically review and update its comprehensive plan. The Comprehensive Plan is the City's statement of vision, goals, and policies for managing growth in a twenty-year timeframe. The primary focus of this periodic review is to update the Comprehensive Plan for the period of 2024-2044.
This project website will provide regular updates on the Comprehensive Plan periodic review process.

As required by Washington State law, Mercer Island conducts a periodic review of our Comprehensive Plan every decade, with updates as necessary. The last review, completed in 2015, projected planning efforts up to 2035. Since then, the City has regularly updated components of the plan annually. Our next periodic review, with a new 20-year planning horizon out to 2044, is required to be completed by the end of 2024.
In 2022, the City of Mercer Island began the periodic review of the 2015-2035 Comprehensive Plan to determine necessary changes to comply with state law amendments and to incorporate updated information about the community and our region. This survey serves as a tool to gather community input and insight on priorities, as well as on some of the strategies and policies being considered in the public drafts of new or revised elements of the Comprehensive Plan.

The City of Mercer Island is currently conducting a periodic review of its Comprehensive Plan as required by the Washington State Growth Management Act (GMA). A Comprehensive Plan serves as a guide for planning and managing growth for the next 20 years. The Comprehensive Plan contains several “elements” including, but not limited to Land Use, Transportation and Housing.
Recent state legislation requires a substantial review and update of the Housing Element, including the addition of focused strategies to plan for affordable housing. As part of this effort, the City is conducting public outreach to multi-family households on Mercer Island through a short survey to learn more about the reasons people choose to live here as well as reasons people may choose to move away in the future.
A postcard promoting this survey was mailed to all multi-family households located in the Town Center and multi-family areas of Mercer Island.

Objective
As part of the 2024 periodic review and update to the Mercer Island Comprehensive Plan, the City Council has directed staff to include a new chapter: an Economic Development Element.
This survey is one tool that will be used to gather community input to help inform City staff and the Economic Development Work Group in the drafting the vision, priority goals, and policy topics for the new Economic Development Element.
