In 2019, the City acquired property at 7810 SE 27th St, which includes a parking lot and small building that currently sits vacant due to its poor condition. As part of the City's efforts to best utilize this property for the community, the City is developing a surface parking lot to deliver vehicle and bike parking in Town Center. The project will also include new and widened sidewalks, improved pedestrian connections to the light rail and bus station, better lighting, and increased green and park space.

    Over the last two weeks, OMA Construction crews poured new concrete curb and gutter along SE 27th Street and graded for new sidewalk areas in addition to hauling and placing new aggregate for base under the new parking lot and topsoil for landscaped areas. Crews also started excavation for new light pole bases and installed electrical conduits. This week, crews plan to continue grading within the old Tully’s parcel for sidewalks and installing irrigation lines.

    The Mercer Island City Council conducted the First Reading of Ordinance 25C-03, regarding Town Center parking regulations, at its meeting on April 15, 2025. City Council confirmed the direction to implement a parking program at this site where a motorist would register their vehicle for two hours of free parking and have the option to extend their parking up to a fourteen-hour maximum for a paid fee. Under this system, the City will charge $2.50 per hour for parking beyond two hours, up to a daily maximum rate of $12.50. These parking regulations will be in effect from 8:00AM to 10:00PM every day.

    A second reading and adoption of Ordinance No. 25C-03 will be scheduled in May. Staff will also present a resolution that amends the 2025 Fee Schedule, setting the price of paid parking at the Town Center Parking Area. The Town Center Parking Area is anticipated to be completed in July 2025 and will open with the parking regulations described above

    The Mercer Island City Council will conduct the First Reading of Ordinance 25C-03 at its meeting on April 15, 2025.

    On March 18, 2025, the City Council directed staff to implement parking regulations for the new Town Center Parking Area where a motorist would register their vehicle for two hours of free parking and have the option to extend their parking up to a fourteen-hour maximum for a paid fee. Under this system, the City will charge $2.50 per hour for parking beyond two hours, up to a daily maximum rate of $12.50. These parking regulations will be in effect from 8:00AM to 10:00PM every day.

    Ordinance No. 25C-03 would establish the framework for this parking program. Agenda materials for the meeting are available here (Agenda Item #17). The April 15, 2025 hybrid meeting will be broadcast live on MITV Channel 21 and live streamed on the City Council’s YouTube Channel.

    Last week's work included completion of the site’s mass excavation and haul-off, the beginning of new storm drainage pipe installation, continued site grading for new parking areas and new landscaped areas, and the removal of the old curbs and sidewalk along SE 27th Street. This week, OMA is planning to pour new concrete curb and gutter along SE 27th Street and continue storm drainage installations.

Crews also continued to haul in new aggregate for base under the new parking lot and topsoil for landscaped areas. Next week, crews plan to continue excavation and grading within the old Tully’s parcel, install a new fire hydrant, and remove the old fire hydrant that conflicts with the new parking lot layout.

Crews also continued to haul in new aggregate for base under the new parking lot. The old Tully’s Coffee building was fully demolished and the debris was hauled off site. Next week, crews will begin excavation and grading within the old Tully’s parcel.

    Mercer Island City Council will receive a presentation about the parking regulations at the new Town Center Parking Area at its regular scheduled meeting on March 18, 2025. Staff recommend providing a user with two hours of free parking upon registration and having the option to extend their parking to a twelve-hour maximum for a paid fee at the new parking area. Staff recommend using a rate of $2.50 per hour and instituting a daily maximum rate of $12.50.

    This agenda item is discussion only and no formal action will be taken by the City Council. Staff will incorporate feedback and return to the City Council for approval before implementation.
